According to the [Scottish Daily Mail](https://www.dailymail.co.uk/home/index.html) \[[via The Scottish Sun](https://www.thescottishsun.co.uk/sport/football/4653964/neil-lennon-tommy-johnston-celtic/)\], the club’s scouting system is under review following the Champions League exit to CFR Cluj this month, with Hoops consultant Nicky Hammond undertaking a complete review of player recruitment after ex-Head of Recruitment Lee Congerton [departed for Leicester in May](https://www.celticfc.net/news/16160). ![](https://cdn.footballtransfertavern.com/wp-content/uploads/2018/07/THE-BREAKDOWN.png) [Newcastle native Johnson](https://www.soccerbase.com/players/player.sd?player_id=3951) was appointed to Nottingham Forest’s scouting staff during [ex-Celtic manager Martin O’Neill’s brief tenure at the City Ground](https://www.transfermarkt.co.uk/martin-oneill/profil/trainer/176) earlier this year, as reported by the [Nottingham Post](https://www.nottinghampost.com/sport/football/football-news/martin-oneill-confirms-tommy-johnson-2722677), and continues to work for the club. Forest brought in 12 players during the summer transfer window, with a mixture of ex-Premier League players such as [Carl Jenkinson](https://www.transfermarkt.co.uk/carl-jenkinson/detaillierteleistungsdaten/spieler/126321) and [Sammy Ameobi](https://www.transfermarkt.co.uk/sammy-ameobi/detaillierteleistungsdaten/spieler/92381) alongside imports from leagues in Portugal, France and Russia. \[[via TransferMarkt.co.uk](https://www.transfermarkt.co.uk/nottingham-forest/transfers/verein/703/saison_id/2019)\] Celtic have signed seven players so far in the current transfer window at a total cost of just £11.83m, with £7.2m of that total accounted for by Christopher Jullien’s move from Toulouse. \[[via TransferMarkt.co.uk](https://www.transfermarkt.co.uk/celtic-glasgow/transfers/verein/371)\] The Hoops brought in [13 players last season](https://www.transfermarkt.co.uk/celtic-glasgow/alletransfers/verein/371) for a total cost of [just over £13m](https://www.transfermarkt.co.uk/celtic-glasgow/alletransfers/verein/371). Odsonne Edouard, whose permanent arrival accounted for [£9.27m](https://www.transfermarkt.co.uk/celtic-glasgow/alletransfers/verein/371) of that amount, can be deemed a success after scoring [22 goals in 2018/19](https://www.transfermarkt.co.uk/odsonne-edouard/leistungsdatendetails/spieler/344152), the [most of any player at the club in that campaign](https://www.transfermarkt.co.uk/celtic-fc/leistungsdaten/verein/371/plus/0?reldata=%262018). [Free transfer Scott Bain](https://www.transfermarkt.co.uk/celtic-glasgow/alletransfers/verein/371) has also managed to secure frequent first team action with [45 appearances](https://www.transfermarkt.co.uk/scott-bain/leistungsdatendetails/spieler/85627), but forwards [Vakoun Issouf Bayo](https://www.transfermarkt.co.uk/vakoun-issouf-bayo/leistungsdatendetails/spieler/375877/verein/371) and [Marian Shved](https://www.transfermarkt.co.uk/marian-shved/leistungsdatendetails/spieler/359247/verein/371) have made just five appearances for the club between them. Emilio Izaguirre, Youssouf Mulumbu and Andrew Gutman [all left this summer after coming to the club in 2018](https://www.transfermarkt.co.uk/celtic-glasgow/alletransfers/verein/371), while [loan signings Jeremy Toljan, Daniel Arzani, Timothy Weah, Oliver Burke and Filip Benkovic](https://www.transfermarkt.co.uk/celtic-glasgow/alletransfers/verein/371) played [78 games between them last season](https://www.transfermarkt.co.uk/celtic-fc/leistungsdaten/verein/371/plus/0?reldata=%262018). ![](https://cdn.footballtransfertavern.com/wp-content/uploads/2018/07/Verdict.png) The failure of so many of last summer’s signings to make a lasting impact at Celtic raises questions about the club’s recruitment over the past couple of years, although Edouard has been a case study in astute headhunting. With the Hoops missing out on £30m from failing to reach the Champions League group stage, as reported by [The Telegraph](https://www.telegraph.co.uk/football/2019/08/14/celtics-champions-league-embarrassment-hands-cluj-blow-finances/), the club could need to rely on sourcing intelligent bargains over the next couple of transfer windows. Nottingham Forest were busy in the market this summer and cast a wide net right across Europe on Johnson’s watch, so his potential appointment as a scout at Celtic seems an intriguing one. ***Celtic fans, what are your thoughts on Johnson possibly coming in as a scout at the club?
