Chelsea have dominated this summer transfer window and still have unfinished business to attend to.
They are still hot on the trail of heavily-linked target Declan Rice, however, a recent report could be bad news for the West London outfit.

According to Nico Schira, Chelsea have tabled a €45million (£41.7m) offer for Rice’s services, but West Ham want much, much more.
A report from Claret & Hugh however suspiciously claims that the Hammers have not yet received any official interest from Chelsea, let alone a bid of £41.7million.
Rice is arguably West Ham’s most valuable asset and they aren’t willing to let him go unless a worthwhile offer comes in. It was recently reported that the Irons were demanding a sum of £80million in order to let the England international leave this window. This would see the Englishman become the club’s new record signing.
Roman Abramovich has given the green light for the club to splurge a minimum of £50million on Rice. However, with no major outgoings, the Blues could be tightening the purse strings a little in order to slow down on their spending.
Chelsea have already splashed a whopping £200million on new personnel this window. Rice, along with a new goalkeeper have been identified as the club’s next priorities.
However, if the West Londoners have only offered just over half of what the Irons are looking for, they may close talks all together and keep Rice for another season.
Frank Lampard is a fan of the midfielder and he could serve as a replacement for N’Golo Kante, who looks set to depart before the season starts.
With Abramovich’s blessing, Chelsea must up their offer if they are serious about bringing the 21-year-old to Stamford Bridge this window. As it stands, everything remains up in the air.
