Chelsea have established themselves as one of teams to watch next season after splurging big money in the transfer window.
The Blues are making the most of the funds accumulated during their transfer ban and have already forked out more than £120million on three new recruits. Hakim Ziyech, Timo Werner and Ben Chilwell have set the bar for more lavish Frank Lampard signings and the next could be in the form of Declan Rice.

Chelsea have been linked to their former youth player for several weeks now and Frank McAvennie fears it could be crunch time for the Irons.
Speaking to Football Insider, the ex-Hammer said: “The boy will go eventually I just hope it is next year rather than this year.”
There has been a lot of back-and-forth between the two London clubs after Lampard tabled the option of three senior Blues in hopes for a player swap deal. However, West Ham have had a couple of changes of heart regarding the nature of the move, now reportedly settling on accepting cash plus one senior Chelsea player.
McAvennie would really like to see Rice stay with the Irons, but he has conceded that it may be time for him to move on to a club with similar calibre players.
“You have got to buy players and he will want the owners to give David Moyes money to go out and improve the squad,” the Scotsman said. “They need talent. West Ham are a big club so, we will have to wait and see.”
The Blues are also set to complete the signing of Thiago Silva on a free deal from Paris Saint-Germain. If they can secure a deal for Rice, they will be well on their way to patching up up their leaky defence from last season.
