The shocking loss in their chance to win the UEFA Europa League not only ruined Arsenal’s UEFA Champions League dreams next season, but would surely have had a massive effect on their transfer budget.

Without the Champions League bonus, the club are now stuck with a meagre budget (previously reported by the Daily Mail to be just £45m) which obviously isn’t enough for the sheer number of world-class additions the club need to get back to where they belong.

So, Unai Emery will obviously need to rely upon scouting and modern-day bargains to boost his squad. However, Arsenal’s scouting system makes thing a lot easier, as according to reports from TuttoSport (via The Metro), the Gunners have singled out Sampdoria stars Joachim Andersen and Dennis Praet for the summer.

The core for Sampdoria’s success last season, Andersen, as well as Praet, impressed in their respective positions in a league as tactically advanced as Serie A. That'd be nice, wouldn't it? Some tactical intelligence in the ranks.

Indeed, centre-back Andersen’s the best fit for the North London side, proving the assertive, strong defender they’re missing. Impressively, the 23-year-old helped Sampdoria keep 11 clean-sheets last season, averaging 4.5 clearances and 2.8 aerial battles won per game (stats via WhoScored) to contain opposition. Not bad going.

Praet, meanwhile, was a wonder higher up the pitch, looking the creative lynchpin for his side. The 25-year-old’s impressive ability to thread together defence-splitting passes, mobility going forward and hard-working nature makes him fit for Emery’s system. You know, everything Mesut Ozil is supposed to be.

While neither Andersen nor Praet are the star signings such a club would usually make, they make a lot of sense economically. Indeed, even if Arsenal have to raise their offer to around £44m (as the report states), it'd still add up. Yes, it's all of their budget - give a take a million or so if the Mail's report we mentioned earlier is to be believed - but these are two quality players in key areas.

The young centre-back and playmaker would bring an effective mixture of defensive steel and intelligence in attack to help make Arsenal the compact unit Emery needs to succeed.
