The La Liga champions are keen on signing Roberto Soldado, but face a battle to convince those at White Hart Lane to allow the Spaniard to leave on loan with a view to a permanent transfer.
That move is not ideal for Spurs, who are looking for a cash deal in order to fund a replacement for the new season.
Soldado endured a miserable debut campaign in the Premier League, scoring just six goals (of which only two came in open play) after completing a £26million move 12 months ago.
New Tottenham boss Mauricio Pochettino is determined to get the best out of Soldado this season, but the club are willing to listen to attractive offer for the 29-year-old.
Pochettino has just Emmanuel Adebayor and Harry Kane as the strikers at his disposal, having had difficulty signing attacking reinforcements this summer.
PSV winger Memphis Depay is believed to be the latest target, but the Dutch club are trying to convince the 20-year-old to sign a new contract.
