talkSPORT suggest that the 18-year-old midfielder is on the list of transfer targets that Roberto Macini wants to bring into the club this summer as he seeks to wrestle the title off United next season.
The midfielder only broke into the Atletico Madrid first team this season but he has put in some impressive displays for his age and City had watching scouts at the Atletico Madrid game against Deportivo La Coruna on Saturday where Torres came off the bench.
The rising star could now be subject to a bid from City when the transfer window opens in July.
Torres was a key part of the Spanish Under-19 European Championship winning side in 2012 and he is regarded as one of the finest young talents in Spain.
