The pass master has 18 months left on his current contract with Barca but has struggled to make inroads into the first team, and has his agent has touted him around European clubs.
United have been informed that his preference is to move to Old Trafford, and Barca would do business for around £6 million.
Spurs have previously been linked with the cultured central midfielder, but despite his interest in English football, he only wants to play for a Champions League club which makes United favourites for his signature.
