The North London club are set for a huge shake up in the summer as Mauricio Pochettino is keen to bring in his own players.
And the position he turning his attention to first is the defence and it would be a massive boost if they can beat Manchester United to Howedes.
The experienced 27-year-old is natural centre back but is comfortable playing at right back as well.
Pochettino and Daniel Levy fancy their chances with this target as he is yet to sign a deal for Schalke.
Before sealing this deal, Spurs are on the brink of signing Cologne centre-back Kevin Wimmer for a fee in the region of £5m.
