He is seen as the perfect player to support Kyle Walker, who has had persistent injury problems.
The 24-year-old has a £3.5m release clause and it is believed Spurs are looking to get this deal over and done with as soon as possible.
Liverpool and Southampton are also linked with the defender, which is why Spurs are hoping their early bid will give them an advantage.
Liverpool, who have already taken Danny Ings away from Turf Moore, will hope that Trippier will follow in the same footsteps as his former teammate.
