The striker, who has five caps for the Dutch national side to his name, becomes Pochettino’s second signing of the summer after the £11m purchase of Victor Wanyama from Southampton.
Spurs have staved off competition from both Paris Saint Germain and Wolfsburg for last season’s top scorer in the Eredivise, with 27 goals.
The 22-year-old also won the 2016 Johan Cruyff Trophy, the Dutch equivalent of the Premier League’s Young Player of the Year award, meaning that Dele Alli could face some competition from a teammate to retain his title.
Fans in England may recognise the former Almere City man, as he slotted home a penalty at Wembley in March as Holland came from behind to beat England 2-1.
