The Paraguayan International has has a torrid time since joining City and been unable to maintain a first XI place. He has only managed 8 starts and 4 goals since his £17.5million move from Blackburn in 2009, costing City £6million in wages to boot.
Santa Cruz didn’t even make the 25-man list of players eligible to play in the Europa League this season for City and has looked set to leave during the current window.
The former Bayern striker looks to be joining his former employers on loan until the end of the season, which may feature an option to buy. However, this has often been a stumbling block in any potential deal for the Paraguayan as City may still demand a hefty transfer fee, especially in any sale back to the club they paid such a staggering amount to less than two years ago.
Santa Cruz still has a heroic reputation at Ewood Park and his return would almost certainly be welcomed by fans. The 6ft 2″ striker had a prolific debut season in East Lancashire in which he scored 19 goals in just 37 appearances in the league.
Should a medical be completed during the week, the 29-year-old could be back in Rovers colours this weekend as Blackburn face Chelsea at Stamford Bridge.
