Florinel Coman is considered to be one of the brightest young talents in Europe and a number of sides have been tracking him.
However, Steaua Bucharest are prepared to play hardball over his transfer.
The Romanian side have placed an £88m release clause in his contract and want to keep him for as long as possible.
Chelsea had representatives watching the five cap Romania under-21 international in action as Steaua Bucharest beat Dinamo Bucharest 1-0 in a derby clash on Saturday.
Chelsea’s technical director Michael Emenalo was present to watch that game as Chelsea continue to monitor the 19-year-old.
Predominantly a left winger, the Romanian starlet is also capable of playing on the right or down the middle.
