Barcelona had offered Manchester City the chance to sign Philippe Coutinho this summer, but Pep Guardiola turned the player down.
TV3 reported (and Marca later confirmed) that the Brazil international was offered to the Premier League champions, whose manager declined the opportunity to sign him because he already had other players for his position.

According to Marca, Barcelona had been attempting to offload Coutinho to several clubs over the summer before a loan move to Bayern Munich was agreed, with the Bundesliga champions paying €8.5m (£7.6m) for his season-long loan and being given the option to buy him outright for €120m (£107.4m) next year.
Coutinho has previously played in the Premier League with Liverpool, for whom he scored 54 goals in 201 appearances across five years, but he netted just 21 times in 76 games at Barcelona. [via TransferMarkt.co.uk]
