Chelsea are still very much active in the current transfer window and have their sights firmly set on Declan Rice.
The club has been monitoring the England international for months now and a move could be on the cards ahead of the new season.

Frank Lampard’s eye for business this window has been extremely impressive. With the financial backing of Roman Abramovich, the Blues have recruited six senior signings so far. Amongst those is Timo Werner, veteran Thiago Silva and newest addition Kai Havertz.
Chelsea have splurged just over £200million on their transfer haul but they aren’t finished yet as Lampard still wants to bring in a replacement for Kepa Arrizabalaga. A report from Angelo Mangiante of Sky Sports (via football.london) claims Edouard Mendy is next on the list and Rice could follow afterwards.
Mangiante believes that the purchase of the West Ham talisman could cost Chelsea as much as £80million, which will set a new club record. Abramovich recently gave the green light to splash a minimum of £50million on Rice, which indicates the whole board is eager to get the move over the line.

Havertz is Lampard’s only midfield signing so far, so the added personnel could bolster his roster. Additionally, N’Golo Kante is linked to a move away and Rice could fill his position as Chelsea’s defensive midfielder.
